Mortgage or rent. What is more profitable
The official stressed that for developers it is necessary to create conditions that will allow them to build rental housing. This includes, among other things, financial conditions. “This requires money, everything will depend on the amount of funds allocated,” the deputy head of the Ministry of Construction explained.

In September 2019, the then prime minister of Russia, Dmitry Medvedev, said that the development of the rental sector in the country was hampered by a psychological factor. He noted that it is necessary to work with a deep-seated attitude towards compulsory ownership of real estate, which is typical for Russians.

Social renting of housing in Russia still exists. Apartments (or rooms) under social rental contracts are provided free of charge, while the tenant cannot sell such real estate. He is obliged to pay utility bills on time, but does not pay real estate tax. Housing provided under a social rent agreement can be privatized.
